EU policies and priorities in the field of environment

Room: 211

The briefing will look at the EU Green Agenda, what’s on, where we stand and what’s the way forward. The briefing will allow participants to gain a better insight in the European Commission environmental priority actions, and exchange views on fields of common interest between the EC and foundations.  The debate with the audience will also help identify areas in which foundations’ and the EU’s action could benefit from greater cooperation and synergy. The objective of the EC’s Environment Directorate-General is to protect, preserve and improve the environment for present and future generations through policies that ensure a high level of environmental protection and that preserve the quality of life of EU citizens. The Commission’s key priorities for 2002-2012 focus on nature and biodiversity - which will also be the theme of the 10th edition of the EU Green Week taking place in June 2010.

EU policies and priorities in the field of education, culture and youth

Room: 211

The European Commission aims to promote a democratic, open and inclusive Europe. Education and Culture are building blocks of such endeavour and the European Commission is keen to provide greater access and opportunities for people at all stages of their lives, as well as to reinforce the benefits of cultural diversity, mobility and the engagement of people, in particular young people, in the European project. In this context, cooperation with different stakeholders, including foundations, is of paramount importance.

This session is part of a process towards closer consultation and collaboration between the Directorate-General (DG) for Education and Culture and foundations. It will allow participants to have a better insight into DG Education and Culture’s priority actions and to discuss with the Commission’s representative the upcoming priorities and potential areas of joint interests and collaboration.

Moderator: Katherine Watson, European Cultural Foundation

Speaker: Adam Tyson, Education and Culture Directorate-General, European Commission

EU policies and priorities on citizenship

Room: 211

Are we at a turning point for EU’s action in the area of citizenship? The European Commission will release a policy proposal on citizenship in October 2010, a step further in its efforts to implement the fundamental rights and freedoms stemming from the European citizenship and in relation to the EU Charter of Fundamental Rights. In addition, the Lisbon Treaty has introduced a number of tools for participatory democracy, including the European Citizens’ initiative, which alongside the ‘Europe for Citizens’ programme should contribute to an increased involvement of citizens and civil society organisations in the process of European integration. This interactive session will allow participants to review with European Commission’s representatives current and upcoming actions in the areas of citizenship and how they will impact foundations’ actions in this field. It will also look at the role that foundations can play in moving the EU’s agenda forward.

EU policies and priorities in the field of migration

Room: 206

The briefing will look at the EU roadmap in the field of immigration and integration. Since 2000 the Commission has made proposals for developing a common immigration policy at EU level, some of which have now become EU legislation, with a view to better managing migration flows by a coordinated approach which takes into account the economic and demographic situation of the EU. Such proposals and policy papers are addressing economic migration, integration, “illegal” migration, return and relation with third countries.  Mr Tell will present Commission’s priorities in the field of migration and how these will evolve. What are the key challenges? How to move  the agenda forward? Where would the Commission value cooperation with foundations?

EU policies and priorities in the field of reserach and innovation

Room: 213

Research and innovation are at the very heart of the Commission’s vision for smart, sustainable and inclusive growth as set out in its new 10-year strategy, “Europe 2020”. One of the flagship initiatives of this strategy is the creation of an innovation union that aims to re-focus research and development (R&D) and innovation policy on the challenges facing European society such as climate change, energy efficiency and demographic change. What does this mean for the Commission’s research policies and instruments such as the Framework Programme? What role can foundations play in helping to meet these challenges? These and other questions will be explored in a wide-ranging discussion.
