The European Consortium of Foundations on Human Rights and Disability

A product of the Disability Interest Group, the European Consortium of Foundations on Human Rights and Disability aims to bring together funders interested in the implementation of the UN Convention on the Rights of Persons with Disabilities, a groundbreaking international treaty which entered into force on 3 May 2008. The Consortium’s Overall Aim is to breathe life and vigour into the application of the Convention, to make a distinctive contribution and to mobilise the foundation sector to play a catalytic role to ensure that European governments and other relevant stakeholders commit to and support both ratification and implementation of the Convention.

Objectives

  • Encourage the effective application of the Convention by promoting enhanced cooperation between all interested parties - legal, human rights, research, public authorities and civil society;
  • Contribute towards building up the expertise required to ensure the transposition of the Convention and its effective application; and
  • Monitor the operational progress in implementing the terms of the Convention so as to identify additional ways in which the foundation sector might contribute.

The study was conducted by the EFC on behalf of the European Commission, and under the scientific supervision of Professors Gerard Quinn (National University of Ireland, Galway) and Lisa Waddington (Maastricht University). Civil society organisations were also included in the team to ensure that research was focused on grass root issues  They scanned the most relevant legislation at EU and national level to identify those laws and policies which need to be reformed to comply with the requirements set forth by the UN Convention on the Rights of Persons with oDisabilities.
