Culture Programme (2007 – 2013)
Aims – The programme has been established to enhance the cultural area which is shared by Europeans which is based on a common cultural heritage. This coincides with cultural operators contributing to the development of cultural cooperation at European level, with a view to encouraging the emergence of European citizenship.
The three main objectives are:
- To promote cross-border mobility of those working in the culture sector.
- Support for transnational circulation of artistic and cultural works and products.
- Promotion of intercultural dialogue and exchanges.
The programme has a total budget of 400m€. The grant is supported by the European Commission and the programme began on the 1 January 2007 and ends on the 31 December 2013.
Strand 1: Support for Cultural Programmes This strand is to help organisations and public authorities from different countries participating in the programme to cooperate so that different sectors can work together and extend their cultural and artistic reach across borders.
Strand 1.1 – Multi annual cooperation projects. Promotes cooperation among a minimum of six cultural operators from at least six countries (Deadline 03/10/2012) Min eligible amount 200.000€ and a max of 500.000€ are available, EU support is limited to a max of 50% of the total eligible cost
Strand 1.2.1 - Cooperation measures Aims to explore means of long term cooperation. (Deadline 03/10/2012) 50.000€ and max 200.000€ are available, but EU support is limited to max 50% of the total eligible cost.
Strand 1.2.2 - Literary Translation Projects. Aimed at enhancing knowledge of the literature and literary heritage of fellow Europeans by way of promoting the circulation of literary works between countries (Deadline 03/02/2012) Funds of between 2.000€ and 60.000€ are available, but EU support is limited to a max of 50% of the total eligible cost.
Strand 1.3.5 - Cooperation Projects with Third Countries. Support cultural cooperation projects aimed at cultural exchanges between the countries taking part in the Programme and Third Countries. (Deadline 15/11/2012) Funds of between 50 000€ and maximum 200 000€ are available, but EU support is limited to maximum 50% of the total eligible cost.
Strand 1.3.6 – Support to European cultural festivals (Deadline 16/11/2011) promoting within the Festivals the circulation of cultural works by giving access to non-national European cultural works to the largest possible audience. Grant is limited to a max of 100 000€ and to max 60 % of the total eligible costs.
Strand 2: Support for Organisations Active at European Level in the Field of Culture This strand targets organisations that promote a sense of shared cultural experience with a truly European dimension. Available funds depend on the category applied for from a choice of three, Ambassadors, Advocacy network and structured dialogue platforms, but EU support is limited to maximum 80% of the total eligible costs. The maximum amount of grants that are available varies from 100 000€ and 600 000€, depending on the category applied for.
Strand 3: Support for analyses and for the collection and dissemination of information and for maximising the impact of projects in the field of cultural cooperation.
Strand 3.2 - Cooperation projects between organisations involved in cultural policy analysis
This strand is aimed at supporting cooperation projects involving minimum three organisations established in three different countries with a practical experience, related to one or more of the 3 objectives of the European Agenda for culture. 120 000€ for each year of activity and is limited to 60 % of the total eligible costs and has a deadline of 01/10/2012.
Eligible Countries - The Programme is open to the 27 Member States of the European Union, the European Economic Area (Iceland, Lichtenstein, Norway). Also eligible are Croatia, Macedonia, Turkey, Montenegro and Serbia however these countries will be classed as “third countries” and as such different funding will apply.
Eligible Applicants –
A public or private organisation with legal status, whose principal activity is in the cultural sphere (cultural and creative sectors); and have their registered legal seat in one of the eligible countries:
