Biographies 

Emílio Rui Vilar

Emílio Rui Vilar graduated with a degree in Law from Coimbra University in 1961. Since 2002, he has been President of the Board of Trustees of the Fundação Calouste Gulbenkian, and Chair of the Board of Directors of Partex Oil and Gas (Holdings) Corporation. He is the current Chair of the European Foundation Centre, since 2008. Since 1998, Dr. Rui Vilar has been Guest Professor at the School of Economics and Management at the Portuguese Catholic University and since 1996 the Chair of the Audit Commission of the Banco de Portugal. He is President of the Portuguese Foundation Centre, Trustee of the Initiative ‘A Soul for Europe’, Senator of the European Cultural Parliament and Founding Member of the Portuguese Institute of Corporate Governance. Dr. Rui Vilar has been active as a co-opted Trustee of the Fundação Calouste Gulbenkian since 1996; Chair of Galp Energia SGPS (2001-02); Chair and CEO of Caixa Geral de Depósitos (1989-96); General-Commissioner Europalia Portugal (1989-92); Director General at the European Community Commission, (1986-89); Deputy-Governor, Banco de Portugal (1975-84); Minister of Transports and Communications (1976-78); Minister of the Economy (1974-75); Secretary of State for External Trade and Tourism (1974); founder and first president of SEDES; Manager of Banco Português do Atlântico (1969-73).

Marco Parlangeli

Marco Parlangeli graduated in Economics at the University of Siena in 1985.  He started working for Monte dei Paschi di Siena Bank in 1983 where he became Bank Executive Caring Group coordinator. In 1997 he became Chief Administration Officer of Fondazione Monte dei Paschi di Siena, being responsible for fiscal and account matters, staff management and strategic assets management. In 1999 Mr. Parlangeli became member of of the “Balance sheets commission” and other technical organisms for Banking foundations instituted by ACRI (Italian association of savings banks). In 2000 he was member of the EFC Legal Task Force and Vice-President of Taxation Task Force. From 2002 to 2003 he was member of Sansedoni SPA (Real Estate company) board of directors. In June 2003 he was appointed Fondazione Monte dei Paschi di Siena's Chief Executive and Chief Executive Officer; in the same year he became a member of Fondazione Accademia Chigiana's board of directors and a member of Fondazione Ravello's Governing Council. He has been Chairman of Sienabiotech SPA from 2004 to 2010. In June 2004, he was elected Treasurer of the European Foundation Centre and a member of the Management Committee and Governing Council. Mr. Parlangeli is also a member of the Cassa Depositi e Prestiti Advisory Board since 2004, a member of the F2I board of directors since 2007 and a member of the Mediobanca board of directors since 2008. Mr. Parlangeli will be the next EFC Chair starting from May 2011. 

Ingrid Hamm

Ingrid Hamm is Member of the Board of Management of the Robert Bosch Stiftung since 2003. Her responsibilities include the Program Areas Education, Science and International Relations Central and Southeastern Europe, CIS, China. Before joining the Robert Bosch Foundation, she was Member of the Board of Management of the Bertelsmann Foundation and Head of the Media Department. She was responsible for the New York office and in charge of international projects of the Bertelsmann Foundation. She joined the Bertelsmann Foundation in 1988. She studied social science and economics and gained a Ph.D. from the University of Erlangen-Nürnberg in 1984. From 1980 until 1988 she worked in research and media. Ingrid Hamm is author and editor of publications on media and education. She serves on various national and international advisory boards and committees. She is Member of the Executive Committee, Goethe Institut e.V., Munich; Member of the Management Committee, European Foundation Center, Brussels; Member of the Board of Trustees, Deutsches Museum (German Museum) Munich; Member, German Commission for UNESCO, Bonn; Member, Advisory Council on Sustainability to the Prime Minister, State of Hesse; Member of the Board of Management, Civic Foundation, Stuttgart.

Francis Charhon

Francis Charhon studied medicine and specialised in anesthesia. After a career in the hospital environment, he joined Médecins Sans Frontières in 1980, at first as President. In 1982, he was appointed as the Chief Executive Officer and continued in this position until 1991. In 1992, Mr. Charhon undertook the same position at the Fondation de France. He has been a Member of the National Council of Voluntary Sector since 2008, Founder and President of the Friends of Fondation de France (a New York-registered organisation helping American donors support projects in France) since 2000, and Founder and Vice-President of the association of grantseeking organisations, “France générosités”, since 1996. Between 1993 and 2007 he was Vice-Chair of the Charter of Ethics Committee for grant seeking organisations and between 1996 and 1998 he was Chair of the European Foundation Centre (EFC), Brussels. In 2002, Mr. Charhon instigated and became President of the Centre Français des Fondations (French Foundation Centre) which is an organisation consisting of French foundations set up to promote and develop the work of foundations in France.

   

Craig Kennedy 

Craig Kennedy has been president of the German Marshall Fund since 1995. Under Mr. Kennedy’s leadership, GMF has focused its activities on bringing North Americans and Europeans together on foreign policy, economics, immigration, urban policy and the environment. GMF has also expanded programs in Central and Eastern Europe and the Balkans. In 2003 the Balkan Trust for Democracy was launched, a $27 million grantmaking initiative to strengthen civil society and democracy, in partnership with the Mott Foundation and other American and European donors. In 2007, GMF launched with Mott Foundation support the Black Sea Trust, a public private partnership aimed at encouraging regional cooperation and development.  GMF also operates several other large, multi-donor collaborations related to climate change, comparative domestic policy and Belarus. Prior to joining GMF, Kennedy was with the Joyce Foundation of Chicago from 1980 to 1992, serving as president of that institution for six years.  From 1992 to 1995, he managed a consulting firm focused on public and nonprofit clients including the City of Chicago, the Environmental Defense Fund and National Audubon Society.

 

Gerry Salole

Gerry Salole was appointed Chief Executive of the European Foundation Centre (EFC) in 2005. His previous posts have included serving as representative of the Ford Foundation’s Southern Africa office, based in Johannesburg, and director of the Department of Programme Documentation and Communication of the Bernard van Leer Foundation, based in The Hague. He has also worked for Save the Children Federation (USA) in Ethiopia and Zimbabwe, and Redd Barna (Norwegian Save the Children) and OXFAM UK and UNHCR in Ethiopia. Gerry Salole is a social anthropologist and development worker. He studied Social Anthropology and African History at the School of Oriental and African Studies, University of London. He holds an M.A. (Econ.) and Ph.D. from the University of Manchester. He is the Chair of TrustAfrica, an independent private foundation set up in Dakar, Senegal, in 2006 to promote peace, economic prosperity, and social justice throughout the continent. He also serves on the board of Alliance Publishing Trust in London.
