This discussion paper looks back to the experience of the third sector in the first term of the Labour Government. It takes stock of the current position and discusses the challenges and opportunities of the future. It draws attention to measures that would enhance the relationship between third sector and government, while at the same time pointing to the dangers of reduced independence, arguing that both the third sector and Government would suffer if the sector's voice was to be confined. It argues that a strong and diverse third sector voice is essential to the development of responsive public policy.

The World Bank and foundations in science and technology : a background paper for a panel discussion. - Washington : The World Bank, [1996?].

James Wolfensohn, President of the World Bank, initiated an effort to strengthen bank- foundation partnerships. This paper provides background for a panel discussion in support of that initiative. It reviews collaborative programmes between the World Bank and foundations in the fields of agriculture, environment and industry to support small and medium-sized enterprise development. For example, the Aga Khan Trust and the Van Leer Foundation partnership to sustain a maternal and child health programme in Kenya. It reviews potential areas of collaborations, including science and technology.

In this report, the European Commission acknowledges the growing importance of voluntary organisations and foundations within the European Union; the Commission also explores challenges these organisations are facing and presents a series of measures to be taken at Member State level in order to favour the sector's development. Annex I outlines the results of a survey aimed at a better understanding of this sector, while Annexes II and III deal with the legal and fiscal framework for it.
