We monitor developments and conduct research and analysis in thematic policy areas our members care about, and around legal and fiscal developments affecting the operating environment for philanthropy at EU and national level. These efforts underpin our representation work, serving as the basis for recommendations and insights for policymakers.

Policy developments on thematic areas that our members care about
On the policy side, we monitor issue-specific policy developments at EU and national level, and partner with members and academics to produce studies and analyses on policy issues core to the work of our members. In addition to monitoring policy developments, several of our Thematic Networks carry out research and analysis of the funding landscape in the thematic areas they work in.
The regulatory operating environment for philanthropy
For the operating environment, we conduct research and produce analysis around the legal and fiscal contexts in which European philanthropy operates, including issues around cross-border taxation and the space for civil society. From 2019, this work is being carried out under the new joint DAFNE-EFC Philanthropy Advocacy initiative.
The EFC’s flagship publication, “Comparative Highlights of Foundation Laws: The Operating Environment for Foundations in Europe”, provides a comparative overview of the diverse legal and fiscal environments of foundations in 40 countries in the EU and across wider Europe. This work serves as a key reference tool for effective advocacy at EU and national levels.
We have also developed Legal and Fiscal Country Profiles for countries across Europe and beyond. These profiles outline the legal and fiscal operating environment for foundations in each country.
